I have the honour to acknowledge the receipt of your letter of the 9th. instant, end in reply beg te state that I went home on leave on the 28th. July, 1909, returned on the 18th. May last, I was therefore away from the Colony when C.8.0. Circular of 14th. December last and the Treasury Circular of the 18th. idom were issuod, and they wors

As rogards the Harbour Master's minute of

the 3rd. instant, I bag to state that I was away shon the . Harbour Master gave his orders, and I did not see his Circular of the 22nd. November last, until last menth when I happened to be looking through the notices to mariners in the Entry and Clearance Office I saw it anongst the rany notices quite cover- -ed over by a lot of later notices. I asked Mr. Fan-taung-hing, the Clerk in charge what was being done, he replied that some of the Firms were paying in at the office, while others were still paying the money to the shroff, and before I had time to bring the matter before the Harbour Master, the shroff Wong Hau
